About GKADCA

A statutory authority shaping Greater Karu's future.

The Greater Karu Development Control Agency (GKADCA) is established as a body corporate with perpetual succession and a common seal, with power to sue and be sued in its corporate name and to hold, acquire, and dispose of movable or immovable property. It was established in December 2021 by His Excellency the Executive Governor of Nasarawa State, Engr. Abdullahi A. Sule, with full operations commencing October 2024.

In the discharge of its statutory functions, the Agency upholds the principles of good urban governance advocated by the World Bank and the United Nations — transparency, accountability, sustainability, inclusiveness, and citizen participation — ensuring that physical development across the Planning Area is orderly, evidence-based, and aligned with the public interest.

Headquartered at Sani Abacha Road, Off Abuja–Keffi Expressway, Mararaba, Karu LGA, the Agency exercises its powers within the geographical Planning Area under Section 34(3) of the Urban and Regional Planning Law, covering five Local Government Areas of Nasarawa State: Karu, Keffi, Kokona, Nasarawa, and Toto, subject to the supervision of the Board.

Statutory Mandates

Powers and functions conferred by law

The Agency derives its authority from the Urban and Regional Planning Law and is empowered to discharge the following mandates within the Planning Area.

Develop physical plans including residential, industrial and commercial plans

Administer, execute and enforce the provisions of the Urban and Regional Planning Laws

Promote and secure the physical development and environmental improvement of the Areas

Formulate, monitor, control and coordinate physical development policies, plans and activities

Assess, evaluate and issue building permits to desirable persons

Grant permission to develop or erect any structure within the Planning Area

Plan and establish new settlements

Construct and maintain roads, footways, bridges, drainages, streetlights, parks and roundabouts

Levy and recover development charges, betterment fees, toll taxes and other fees

Assess and pay compensation arising from the execution of Agency projects

Enter into contracts or agreements with any person, body or Agency

Plan for and resettle persons displaced by the implementation of plans and projects

Meet the General Manager

ESV. Yakubu Auta Haruna holds a Master's Degree (M.Tech.) in Estate Surveying and Valuation from Abubakar Tafawa Balewa University, Bauchi. He is a Fellow of the Nigerian Institution of Estate Surveyors and Valuers (FNIVS) and a Registered Estate Surveyor and Valuer by ESVARBON.

Prior to his appointment, he was the Principal Partner/CEO of Haruna & Associates, Abuja. He served as Chairman of NIESV Nasarawa State Branch (2014–2019) and as Consultant on the Dualization of Makurdi–Enugu road.

The Flyover Keffi Growth Corridor Project primarily consists of two distinct infrastructure interventions launched by the Nasarawa State Government to address severe traffic gridlock, cut lost man-hours, and drastically reduce fatal road accidents. Both projects are situated along the highly critical, busy federal transport corridor connecting Nasarawa State to Abuja.1. The 2.6km Twin Flyover Project (Nyanya–Mararaba–Karu–Keffi Corridor)Scope: Construction of a massive 2.6-kilometre twin flyover bridge.Cost: Valued at ₦39 billion, with an upfront mobilization payment of ₦19 billion already released to the contractors.Timeline: Flagged off by Governor Abdullahi A. Sule in December 2025, with a strict 18-month completion window.Objective: Specifically targeted at solving the chronic, daily traffic congestion affecting hundreds of thousands of commuters moving between the Federal Capital Territory (FCT) and Nasarawa State.2. The 0.9km Keffi Total Roundabout Flyover BridgeScope: A 0.9-kilometre (900-metre) flyover bridge featuring a 100-metre overhead structure and an underpass system.Location: Situated at the popular and hazardous Total Roundabout intersection inside Keffi town.Cost & Contractor: Awarded for ₦11.5 billion to Bauhaus Global Investment Nigeria Limited with a strict no-cost-variation clause.Status & Progress: Groundbreaking took place in July 2025. As of mid-2026, work on the foundations and pillars is at an advanced stage. Government inspections indicate the project is on track for its target completion.Primary Objective: This was deployed as a direct safety intervention following a string of tragic, fatal vehicle crashes at the roundabout, aimed at separating intra-city traffic from high-speed transit passing through the federal highway.

Development Control & Enforcement

Monitors physical development across the Planning Area to ensure conformity with approved plans and planning laws. The department issues stop-work orders, removal and demolition notices, and undertakes enforcement actions against unauthorised developments to safeguard public safety and the integrity of the built environment.
